Born on the 11th of September, 1961, in the city of Castries, Dr. Fulgence had what he describes as a humble childhood. His upbringing, while modest, was rich in values that have guided him throughout his life. From a young age, he was instilled with a strong sense of responsibility to contribute to his community. This sense of duty was not just an abstract idea but a driving force that propelled him forward in his educational and professional pursuits. Despite the modesty of his beginnings, Dr. Fulgence was always determined to excel and give back, particularly through the knowledge he gained.

His educational journey began at the Sir Arthur Lewis Community College in Saint Lucia, where he pursued studies in technical fields. It was here that his interest in engineering and electrical installation began to develop. His early exposure to the technical aspects of the field laid the foundation for the incredible career that would follow. However, Dr. Fulgence was never one to be satisfied with just the basics. He sought greater challenges and opportunities to further his education and broaden his horizons.

In 1987, Dr. Fulgence embarked on an international adventure, receiving a scholarship to study in Germany at the Carl Duisberg College. This experience marked the beginning of his global educational journey. It was not only a technical and academic challenge but also a cultural immersion that expanded his worldview. The advanced training he received in Germany was pivotal in shaping his career. This period in his life reinforced his belief in the importance of gaining diverse experiences and knowledge to become a well-rounded professional.

After returning to Saint Lucia, Dr. Fulgence continued to push himself academically and professionally. His pursuit of further education led him to Liverpool John Moores University in the UK, where he obtained his BSc (Hons) in Electronics in 1996. This degree was a significant milestone in his career, providing him with the academic credentials needed to pursue more complex and impactful roles in the engineering field. He complemented his education with various other specialized certifications, including an Advanced Certificate in Electrical Engineering from Germany and Electrical Installation Certifications from Saint Lucia. In the early stages of his professional career, Dr. Fulgence joined the Ministry of Communications, Works, Transport & Public Utilities in Saint Lucia, where he was initially assigned the role of Electrical Engineer 1. This position allowed him to gain hands-on experience in the public sector, where he could apply his academic knowledge to real-world challenges. The work was demanding but rewarding, as it gave him the opportunity to contribute directly to the country’s infrastructure and electrical systems. His role at the Ministry also helped him understand the broader needs of Saint Lucia and the Caribbean region in terms of electrical development.

During this time, Dr. Fulgence quickly recognized the importance of mentorship, both as a mentee and as a future mentor himself. He was fortunate to have several guiding figures who helped shape his career trajectory. One such figure was Wilfred Gabriel, the Chief Electrical Engineer at the Ministry, who mentored Dr. Fulgence. Wilfred Gabriel was a seasoned professional who had already made major contributions to the field, and his guidance provided Dr. Fulgence with valuable insights into both technical and leadership aspects of engineering. Through his mentor, Dr. Fulgence learned the importance of precision in engineering work and the necessity of discipline in both personal and professional life.

During his time at the Ministry, Dr. Fulgence encountered the regulatory and administrative sides of engineering, which became crucial in his future career. The work he did at the Ministry helped him understand the role of government in shaping infrastructure projects, and he quickly became involved in key projects aimed at improving the island’s electrical systems. In the early 2000s, Dr. Nigel A. Fulgence faced a pivotal moment in his career. Having made substantial progress in the public sector, particularly through his work at the Ministry of Communications, Works, Transport & Public Utilities and later at Saint Lucia Electricity Services Ltd. (LUCELEC), he was ready for a new challenge, one that would take him out of the familiar public sector and into the fast-paced, dynamic world of the private sector. This shift marked a defining moment in his professional journey and set the stage for even greater contributions to the field of engineering and infrastructure development in Saint Lucia.

In 2001, after several years of significant achievements in the public sector, Dr. Fulgence made the bold decision to join LUCELEC, a leading electricity provider in Saint Lucia. This transition was not merely a career move; it was a profound change in perspective. Having worked in the government sector for nearly two decades, Dr. Fulgence was familiar with the complexities of public infrastructure and regulation and the intricacies of policy-making. However, moving into the private sector presented a new set of challenges, requiring a different approach to problem-solving, deadlines, and project execution. It was a move that would ultimately broaden his experience and deepen his leadership capabilities.

Upon joining LUCELEC, Dr. Fulgence was appointed as a Customer Service Engineer, a role that allowed him to directly interact with both the technical and customer-facing aspects of the company’s operations. It was here that he saw firsthand how the power sector worked on a day-to-day basis, understanding the critical importance of customer satisfaction while also ensuring that technical standards were met. His ability to balance the needs of the company’s customers with the technical demands of the role quickly set him apart as someone who could navigate both the human and technical aspects of engineering.

But for Dr. Fulgence, his time at LUCELEC was not about simply maintaining the status quo; he was determined to contribute in a more meaningful way. His leadership skills, developed through his previous experiences in the public sector, became more evident as he took on roles of greater responsibility within the company. In 2004, he was promoted to the position of Construction Engineer—a role that would allow him to take on more substantial projects, overseeing the development and implementation of new infrastructure that would help shape the future of Saint Lucia’s power supply.
