His father, Late Shri E.V. Seshacharyulu, was a teacher who provided free education to needy children. His mother, Late E. Ammanni, played an equally vital role in shaping the family’s emotional strength and ensured that love and unity remained at the heart of the household, even amid life’s many challenges.

Venugopal.

It was meant to be just a vacation. Dr. Venugopal had gone to visit his second elder brother, Late Advocate E.V.S.S. Acharyulu, who practiced law since 1976. As a young man not even enrolled in a law program, he had no idea that this brief visit would unknowingly shape his future and ignite a passion that would steer the rest of his life.

While at his office, Dr. Venugopal was approached by a distressed client whose red chili powder factory faced closure by the district collector. The issue stemmed from the alleged storage of “red chili stems,” misclassified as hazardous waste. The client pleaded for help, explaining that over 300 workers depended on the factory and its shutdown would devastate their livelihoods.

Dr. Venugopal’s brother calmly told the client that the legal process would take about a week to ten days. He assured him not to worry. But his brother soon had to leave to attend to another matter, leaving Dr. Venugopal momentarily alone with the man.

Although Dr. Venugopal was not a law student at that time, the urgency of the situation stirred something within him. When the distressed client explained the crisis, Dr. Venugopal calmly asked why legal action was being considered. The client, surprised by the question, shared that his chili powder was distributed across India and sourced from premium chilies grown in Guntur. The “chilly stems” in question, he argued, were harmless but had been wrongly labeled as hazardous waste.

Dr. Venugopal listened with quiet focus. After considering the facts, he responded with clarity and confidence. He pointed out that the problem was being misjudged and emphasized the importance of evidence over assumption. He questioned who had classified the stems as hazardous and noted that they were not toxic as people consumed them regularly without harm.

He advised the client to draft a proper representation to the district collector, clearly explaining the facts and correcting the misconception. Only if the administration failed to respond, Dr. Venugopal added, should legal action be considered. This moment, though informal, reflected his instinct for legal reasoning and a deep-rooted sense of justice.

The client followed Dr. Venugopal’s advice. To their surprise, it worked. The factory reopened, and his workers returned to their jobs. In gratitude, the client handed him ₹15,000—a significant sum in the 1980s. But for young Venugopal, it wasn’t the money that mattered.

What moved him most was the realization that 300 workers and their families could have suffered—but didn’t—because someone stood up for them. He realized then that this was his path. Advocacy wasn’t just a profession; it was a calling.

Phase 3 : Learning with Resolve: The Early Studies of Dr. E.V.S. Venugopal

Dr. Venugopal’s journey in formal education began with great curiosity and simplicity. In 1976, when he was in the 10th class, he successfully passed the President Scouts examination and was honored with the prestigious President’s Scout Award, receiving it from the then President of India, Honorable Shri Fakhruddin Ali Ahmed. In November 1981, he proudly received his Board of Intermediate Education certificate from Hyderabad, studying in a Telugu medium school.

His subjects at that stage—English, Telugu, Mathematics, and Physical Sciences—were a perfect blend of language and logic. He secured very good marks, which reinforced his confidence and eagerness to learn more. Coming from a modest background, this achievement felt like a steppingstone to greater possibilities.

Continuing his educational journey, Dr. Venugopal joined Andhra University for his undergraduate degree. In April 1984, he completed his Bachelor of Arts (B.A.) with English and Telugu as his main subjects. The result was a Third Class, which was honestly not what he had hoped for. But he didn’t let that dishearten him.

It was a phase of deep self-reflection. He realized that success in education isn’t just about marks, but also about understanding oneself—one’s interests, capabilities, and goals. This realization helped shape his future choices.

In May 1985, Dr. Venugopal opted for a fresh combination—Politics, Sociology, and Public Administration. This marked a turning point. He secured Second Class, but more importantly, he discovered a deep connection with the subjects. These disciplines opened his mind to the workings of society, governance, and human behavior.

This shift not only helped improve Dr. Venugopal’s academic performance but also planted the seeds for his eventual interest in public service, administration, and ultimately, law and justice.
