Dr. Ram Kumar Sinha’s life journey began on December 12, 1962, in the heart of Biharsharif, Nalanda district, Bihar. In the quaint town, nestled amidst the lush landscape and the echo of ancient history, Dr. Ram’s birth marked the beginning of a legacy shaped by ambition, hard work, and the nurturing influence of a strong family.

Dr. Ram was enveloped by the warmth of a bustling household, where love and support flowed in abundance. His father, late Harihar Prasad, had already carved a remarkable path in life. A former Indian Army Personnel, Harihar Prasad was a man of great discipline, honour, and integrity. His leadership and dedication were not confined to his military career; they extended into his civilian life, where he became a highly respected businessman. His unwavering commitment to excellence and hard work were qualities that Dr. Ram would come to admire and emulate throughout his life.
Dr. Ram Kumar Sinha was born in the modest township of Topchanchi, a place where traditions ran deep and values were passed down like treasured heirlooms. He belonged to a family known for its integrity and commitment to education. His grandfather, Shri Lakshmi Narayan Sinha, was a man of strong moral grounding, while his father, Shri Harinandan Prasad Sinha, served in government service with dignity and discipline. His mother, Smt. Phool Kumari Devi, though not formally educated, was the emotional anchor of the family—raising six children with grace, resilience, and unwavering devotion.
From a young age, Ram Kumar exhibited a quiet wisdom and curiosity that set him apart. While his peers chased games and mischief, he gravitated toward stories, elders, and books. In a home where discussions about nation-building, honesty, and self-respect were routine, his character was shaped by both the spoken and the unspoken lessons. The values rooted in that red soil would guide him throughout his life—as a student, a teacher, a father, and ultimately, a man of great honor.
On the evening of April 19, 1993, during the sacred moment of Jaymala, Dr. Ram Kumar Sinha saw his bride, Dr. (Smt.) Sweta Shalini, for the first time. Their union, arranged without prior interaction, was orchestrated solely by his third eldest brother, Sri Ajit Kumar Sinha, then a Deputy Superintendent of Police. With unwavering faith in the joint family system, the match was finalized without consultation, reflecting a deep trust in familial wisdom and tradition.
Despite the unfamiliarity, Dr. Sweta Shalini, a highly accomplished woman with a Ph.D. and LL.B, was embraced wholeheartedly into the family—not just as a wife, but as a daughter and sister. Their marriage, rooted in tradition, gradually blossomed into a strong partnership built on mutual respect, understanding, and shared aspirations, thriving within the warmth and unity of their extended household.

Dr. Sinha’s life was deeply enriched by the achievements and love of his family, especially his two children, Piyush and Swapnil Sneha. Piyush, his intelligent and gracious son, earned his B.Tech in Computer Science from VIT, Vellore, followed by an MBA from IMT Ghaziabad, and was set to begin a new chapter at Infosys Pvt. Ltd. in Pune from April 2025. Swapnil Sneha, his equally brilliant and driven daughter, mirrored her brother’s academic journey at VIT and went on to complete her MBA from IIM Lucknow. She would soon step into her professional life with a multinational company in Noida, partnered with Microsoft. Watching them reach such milestones, Dr. Sinha felt immense pride and gratitude, and now looked forward to the next joyful phase—finding life partners for Piyush, Sneha, and their beloved Shivani, fondly called Gudia.
Gudia’s arrival in the Sinha family was guided by fate and a father’s heartfelt plea. In 2003, during his posting in Bokaro, Dr. Sinha was approached by Sri Lakhiram Mahto, who entrusted his nine-year-old daughter Shivani to Dr. Sinha’s care. From that moment, Gudia was embraced not just as a responsibility, but as a daughter in every sense. Over the next two decades, she grew within the warmth and love of the Sinha household, excelling in her studies and eventually securing a government job in Jharkhand. Today, she stands strong and self-made, deeply loved by every family member. To Dr. Sinha, Gudia’s presence is a divine blessing—a bond not of blood, but of pure love and destiny.

After completing his initial schooling, Dr. Ram pursued his higher education at Nalanda College, where he enrolled in the Bachelor of Arts (Hons.) in History program. Nalanda College, with its legacy of academic rigor and a 3 long history of producing distinguished alumni, provided an ideal environment for Dr. Ram to further cultivate his intellectual abilities. During his time at the college, Dr. Ram excelled in his studies, quickly earning the admiration of his professors and peers alike.
Dr. Ram’s journey did not stop with a degree in history. His passion for learning and his growing desire to make a meaningful impact on society led him to a crucial decision: to pursue a Bachelor of Laws (LL. B) from Patna Law College. The decision to study law was not one Dr. Ram took lightly; it was a deliberate choice driven by his desire to serve the public and contribute to the betterment of society. The field of law, with its focus on justice, governance, and human rights, offered the perfect platform for Dr. Ram to leverage his academic foundation in history and transform it into a career in civil service.
Dr. Ram’s educational journey was far from conventional, as his quest for knowledge extended beyond traditional academic realms. With a desire to expand his skill set and develop a broader understanding of management and leadership, he decided to pursue a one-year course in “Strategic Human Resource Management” from the prestigious IIM, Calcutta Indian Institute of Management
(IIM), Calcutta. IIM Calcutta, renowned for its world-class faculty and rigorous curriculum, was a natural next step for Dr. Ram as he sought to combine his legal acumen with strategic management skills.

The journey of Dr. Ram Kumar Sinha into the world of civil service marked the beginning of a remarkable career, defined by hard work, dedication, and an unwavering commitment to public welfare. Dr. Sinha’s path was not one paved with instant recognition or reward, but one of steady progress, shaped by his consistent efforts and an inherent desire to make a difference. His professional career took its first significant step on August 10, 1983, when he joined the Government of Bihar as a Labour Inspector.
Dr. Sinha’s appointment as a Labour Inspector was the launching pad for his long and illustrious journey in the civil services. At that time, Bihar was grappling with numerous social, economic, and infrastructural challenges, and Dr. Sinha was tasked with ensuring that the labour laws were upheld in the state. The job required keen attention to detail, an understanding of the intricacies of the labour market, and the ability to enforce regulations in an often-challenging environment.
Dr. Sinha’s next professional move marked a significant expansion of his role in the public sector. As an Assistant Public Prosecutor, he found himself in the heart of the criminal justice system, representing the government in legal cases and ensuring that justice was served on behalf of the people. This position required a deep understanding of the law, the ability to think critically under pressure, and a passion for justice.
In the years that followed, Dr. Sinha took on the crucial role of District Welfare Officer. This was a role that placed him at the forefront of social justice, where his efforts were geared towards improving the lives of the disadvantaged and marginalized communities. As a District Welfare Officer, Dr. Sinha worked on various government schemes aimed at the welfare of vulnerable populations, including Scheduled Castes and Scheduled Tribes. Further cementing his position as a versatile and capable administrator, Dr. Sinha was appointed as the District Social Welfare Officer. In this role, he was responsible for coordinating various social programs and ensuring that the welfare schemes of the government reached the intended beneficiaries who were women, adolescent girls, children, Shri Ram Kr. Sinha and the elderly people. The position required a nuanced understanding of social policies and the ability to execute them efficiently at the grassroots level.
During his farewell ceremony as CDPO-cum-BDO, Dhoraiya around 200 people gathered on the road to block the passage of the DM’s vehicle with a demand for his continuance in Dhoraiya Block. This incident proved to be a major milestone for his career wherein he developed the philosophy for standing for the benefits of needy people and the kind of satisfaction and return which arrives when people shower their blessings upon someone who keeps service before self.
His leadership and dedication ensured that benefits of social welfare schemes related to health, education and pension reached even to the most remote villages and underprivileged communities.
